American Osteopathic Association calls for Development of Code of Conduct
RES. NO. H-272 - A/2009 – Page 1 SUBJECT: HEALTH INSURANCE CODE OF CONDUCT SUBMITTED BY: Osteopathic Physicians & Surgeons of California REFERRED TO: Ad Hoc Committee WHEREAS, members of the health care community, comprised of health care providers and health care organizations such as hospitals and surgical centers, are increasingly influenced by clinical decisions based on insurance healthcare benefit plans; and
WHEREAS, healthcare providers have acknowledged that these intrusions into clinical decision making have lead to adverse outcomes; and
WHEREAS, these suboptimal patient outcomes are placing patients at increased risk and distancing healthcare providers from practicing optimal patient care; and
WHEREAS, the concept of a Health Insurance “Code of Conduct” has been introduced to address these intrusions and promote change in health plan policy through legislation and judicial intervention; and
WHEREAS, a publicly reported forum to provide both patients and employers a method to compare the insurance carriers compliance with these basic tenants of the Health Insurance “Code of Conduct” thus promoting patient safety and competition in the marketplace; and
WHEREAS, one in five graduating physicians in the United States are Doctors of Osteopathic Medicine or Osteopathy being represented by the American Osteopathic Association (AOA); now therefore be it
RESOLVED, that the American Osteopathic Association work collaboratively with the health care community, including the American Medical Association, in the development of the basic tenets of the A Health Insurance “Code of Conduct”,
INCORPORATING CONCEPTS OF TRANSPARENCY, CORPORATE INTEGRITY, AND PATIENT SAFETY AND WELFARE; and be it further
RESOLVED, that the AOA widely disseminate this joint statement comprising the A Health Insurance “Code of Conduct”, and health insurer compliance to physicians, PURCHASERS, and consumers, AND OTHER PARTIES OF INTEREST. ACTION TAKEN ___APPROVED AS AMENDED___ DATE __________7/17/09_________
